Joe Rogers P.Eng, President:

Joe has the practical experience you need on your team. Joe has extensive experience as a Building Official, contractor and advisor to both the Ontario and Nova Scotia governments. He provided the 2015 Building, Plumbing, Energy and Fire Code training to industry in Nova Scotia.

  • Initial Provincial Co-Chair of the Canadian Board for Harmonized Construction Codes (CBHCC),
  • Vice Chair of the Provincial Territorial Policy Advisory Committee on Codes (PTPACC)
  • Chair of the Canadian Regulatory Committee on Plumbing
  • Chair of the Canadian Advisory Committee on Plumbing 
  • Member of the Canadian Commission on Building and Fire Codes (CCBFC)
  • Member of technical committees on various standards including Vice-Chair of tthe S701 Standards Committee on Accessiblility
  • A member of the ICC-ES Canadian Evaluation Committee 
  • Led the transition from the CCBFC to the CBHCC, chairing the Transition Coordination Committee.
  • 9 years at the Nova Scotia Office of the Fire Marshal
  • Led the adoption of the 2015 and 2020 National Model Codes in Nova Scotia 
  • Executive Secretary to the Nova Scotia Building Advisory Committee
  • 8 years as a Building Code Advisor for the Ontario Building Branch

In 2023 was honoured by CSA with the Award of Merit for his outstanding contributions to the Canadian Standards Association for his work on various standards. That year he was also awarded the Joseph Seidner Award to recognize his outstanding commitment to the industry for his work on plumbing codes and standards. This was truly an honour as Joe Seidner was a mentor, competitor and friend.


Services Offered:

We can assist in the assessment of building designs to ensure they are Code compliant.  Explain requirements of the authority having jusisdiction in Nova Scotia.  

Code Compliance Summaries -- Preparation of Code Summaries of the applicable requirements pertaining to your building are documented in a report which can be used by the designers and are often required by the authorities having jurisdiction (AHJ) prior to the issuance of a permit.  These reports offer owners and AHJ with pertinent infomration regarding the project's fundamental construction, occupancy classification and status with respect to compliance with critical Code requirements. Avoid potential compliance issues early and address them proactively.  

Building Code Training -- For the aspiring Building Official or seasoned vetern, or a designer looking to stay updated with the most recent changes to the National Building Code Regulations, J. Rogers Code Consulting can provide you with the expertise or custom training you need.  Joe has trained numerous building officials across Canada.    

Looking to open a new restaurant  -- The Food Safety Act requires compliance with the Nova Scotia Building Code regulations for pathways into the building and through the building to accessible washrooms.  Most existing spaces are not compliant.   Find out before you rent.  We can do an analysis and provide you with the items that require upgrading.  We can review other types of buildings for compliance with accessibility requirements in the Code. 

Municipal Services -- Building Bylaw out of date?  It is required to be consistent with the Nova Scotia Building Code Act and Regulations.  We can do a technical review and find those inconsistencies.  We do not provide legal advice.  We can review your Building Permit Applications and Orders to ensure critical information is there.  

Hearings before the NSBAC -- The Nova Scotia Building Advisory Committee is authorized under the Building Code Act, to resolve disputes regarding sufficiency of compliance with the Code, technical requirements of the Code or an order given.  This is the mechanism in Nova Scotia to appeal decision of the AHJ pertaining to interpretation of the Code requirements.  We can review your position, coordinate the Application documentation and provide representation at the hearing.
